Amateur Radio Emergency Preparedness Act

As I’m sure many of you have already heard, there are a pair of bills working their way through the U.S. Congress right now (H. R. 1094 in the House and S. 459 in the Senate) that, if passed, would afford amateur radio operators living in HOA-governed communities the same rights to install antennas as their neighbors who already have the right to install satellite dishes and TV antennas. Currently, many HOA’s forbid the installation of antennas used by hams, leaving many of us having to deploy temporary antennas that can be deployed when needed and taken down quickly when not in use, or to deploy a stealth antenna and hope nobody finds it.

The Amateur Radio Emergency Preparedness Act is not new. The act was originally introduced in 2024 and reintroduced by Representatives Pfluger and Courtney and Senators Wicker and Blumenthal to the 119th Congress in February 2025.

If Congress acts appropriately and affords us the same rights as we already have with regard to other services’ antennas, I’d wager that many more hams will be able to and will enjoy working amateur radio from home. With the proliferation of HOA-governed communities which forbid antenna installations, this would be a long-awaited dream come true for many hams.

The ARRL has spearheaded what they are calling a “grassroots campaign” to get these bills to pass. You may have seen the recent ARRL Member Bulletin sent on September 17th, 2025 that describes the effort.
